Dr. Monteic Sizer, Executive Director
Dr. Monteic A. Sizer serves as Executive Director of Northeast Delta Human Services Authority (Northeast Delta HSA). He joined the organization in May 2013 as its first Executive Director. He is uniquely qualified to advocate on behalf of citizens located in the twelve Northeast Delta HSA parishes he represents because he exemplifies how people can meet their greatest human potential based on accountability, integrity and a willingness to engage in their own lives.
His vision for transforming Northeast Delta HSA into an innovative entity has already begun with the integration of previously disparate mental health, developmental disability, prevention and addictive disorder services. Under his leadership, Northeast Delta HSA is increasing efficiencies for improved clinical accessibility, centralized operations, organizational accountability and improved partner and provider relationships.
Dr. Sizer has established three tenets for Northeast Delta HSA and its partners: to provide excellent customer service, greater access to services and competent, quality care.
Prior to his Northeast Delta HSA appointment, Dr. Sizer served as the President and CEO of the Louisiana Family Recovery Corps, a long-term disaster recovery organization created by the state of Louisiana after Hurricane Katrina. Dr. Sizer also served as a National Consultant and Subject Matter Expert with the U.S. Department of Health and Human Services. Additionally, Dr. Sizer has deep professional experience in organized philanthropy, politics, educational reform and has been leader of several large health and human services organizations. Dr. Sizer is also a consultant and sought after keynote speaker. Dr. Sizer’s expertise enables him to speak practically about relevant policies, procedures and programs needed to help advance causes of the poor, working class and related vulnerable populations.
Dr. Sizer’s academic research and professional experiences as a clinical-community psychologist serving poor and underserved populations in educational settings, community-based mental health centers, prisons and forensic hospitals, have given him a profound knowledge of administrative, systems and public policy challenges impacting poor and working class Americans. Some of Dr. Sizer’s academic research examined the correlation between home, school and community influences on academic achievement, African American homicide, crime and causes of community instability. Dr. Sizer is also a leader in behavioral and primary healthcare integration.
Dr. Sizer is a 2010 Leadership Louisiana graduate, a Leadership Fellow with the Effective Leadership Program at the Center of Leadership and Public Values at Duke University and the College of Business at Southern University (Baton Rouge), and a Political Fellow and former member of the Board of Directors of the North Carolina Institute of Political Leadership. Dr. Sizer also participated in the Executive Training Institute at Vanderbilt University and the Leadership in Non-Profit Management Program at the University of North Carolina at Charlotte.
Dr. Sizer earned a Ph.D. in Clinical-Community Psychology from the University of South Carolina. He completed his clinical residency at William S. Hall Psychiatric Institute. He holds Bachelor of Science (Summa Cum Laude) degrees in Psychology and Criminal Justice from Pfeiffer College, and an Associate degree in Applied Science from Central Piedmont Community College.
Martha Phillips, Clinical Services Director
Martha Phillips is the NE Delta HSA Clinical Services Director. In her role, she provides operational oversight to eight outpatient behavioral health clinics and four peer support centers. Martha's management responsibilities include clinical staff development, training, and quality of services monitoring. She is also helping to implement the NE Delta HSA behavioral and primary care integration initiative. Using evidence-based practices, Martha also examines, diagnoses and treats NE Delta HSA behavioral health clients. Before joining NE Delta HSA, she served as the Behavioral Health Unit Manager at University Health-Conway (UHC). She previously worked as a Registered Nurse at UHC for nearly 20 years. She has served as a pyschiatric field nurse for more than a decade, worked in child and adolescence mental health rehabilitation, geriatric and pyschiatric community healh and she has taught nursing at the university level.
Martha is a certified Family Psychiatric/Mental Health Nurse Practitioner, and Advanced Practice Registered Nurse and a Registered Nurse. She earned a Master's Degree in Psychiatric Nursing from the University of Louisiana, Lafayette and a Master's Degree in Nursing from Grambling State University. She earned a Bachelor of Science degree in Nursing from Grambling State University.
Angel Williams, Chief Financial and Operations Officer
Angel Williams is the NE Delta HSA Chief Financial and Operations Officer. She oversees a wide range of administrative functions including budget development, monitoring and reporting, accounting, billing and revenue collections, procurement, contracts, property and facilities maintenance.
Angel has professional expertise in complex, multi-year budget development and implementation, financial planning and financial analysis. Prior to joining NE Delta HSA, Ms. Williams managed senior-level budget activities for the Centers for Disease Control and Prevention, the Louisiana Public Defender Board, The American Cancer Society and the USDA Forest Service.
She earned a Master’s degree in Business Administration from the Keller Graduate School of Management and a Bachelor of Science degree in Accounting and Finance from Southern University A&M College.
Tenille T. Terry, Public Information Director
In this position Tenille ensures the development, coordination and execution of both internal and external agency-wide communications, public relations and marketing strategies. Overseeing and coordinating with external media representatives; press, radio and television, by providing agency news, press releases, photos, videos and information.
Tenille is a Communications and Marketing Professional with over nine years of experience in multiple communications and marketing roles. Her eclectic background includes: Corporate Communications, Media Relations, Marketing, Project Management, Third-Party Management and Consulting. Prior to her joining NEDHSA she has worked in broadcast news, arts & entertainment, production & film, emergency management, manufacturing, financial services, education and consumer healthcare industries. Her diverse experience gained from previous roles located all over the country within large corporations include: interviewing, employee communications, crisis communications, branding and event management.
A graduate of Southern University and A&M College where she received a Bachelor of Arts degree in Mass Communications/Marketing, a Master of Arts in Mass Communications/Journalism and is a Master of Business Administration (MBA) candidate with a concentration in Human Resources Management/Supply Chain.
Ashley Boughton, Human Resources Director
Ashley ensures the development, interpretation and implementation of all human resources policies and procedures. She supervises and oversees the administration functions in orientation/on-boarding processes, insurance processing, retirement services, grievances, discipline, Family Medical Leave (FMLA), Affirmative Action/EEO, recruitment/selection of personnel, classification and pay programs.
Ashley is an HR practitioner with over ten years of experience in varying progressive HR roles. Prior to her joining the government sector she has worked in the oil & gas, gaming and healthcare industries. Her extensive experience in workforce planning, benefits administration, compensation, training & development, safety & compliance, performance management and employee relations has been instrumental in spearheading business development goals and ensuring alignment with HR business initiatives.
Ashley holds the senior-most Human Resources Certification-Senior Professional in Human Resources (SPHR) for demonstrating a strategic mastery of the HR body of knowledge. She also holds a SHRM Senior Certified Professional Certification (SHRM-SCP). A graduate of Louisiana State University where she received a Bachelor of Arts degree in Social Science/Sociology and a Master of Business Administration (MBA) with a concentration in Human Resources Management degree from Southern University and A&M College.
Avius Zimmerman, NEDHSA Wellness & Prevention Services Director
Avius Carroll- Zimmerman serves as the Wellness and Prevention Services Director for NEDHSA. In this role, she oversees regional programs aimed to reduce social determinants to healthcare and promote healthy living through our innovative integrated healthcare network and services. She also develops programmatic practices and policies to support collaborative efforts across our region. Avius has served as the region’s strategic planning coordinator, where she built coalitions to address and change policies in regard to underage drinking. She was presented with the state and regional prevention specialist of the year award for her work as a licensed prevention professional. She has worked in substance abuse prevention for six years and has served as research and development manager and compliance director for NEDHSA.
She earned a Bachelor of Arts degree from Louisiana Tech University and a Master of Arts degree from Grambling State University. She is Doctoral candidate in Public Health at Jackson State University.
Jennifer Purvis, Director of Developmental Disabilities
Jennifer Purvis is the Northeast Delta HSA Developmental Disabilities Administrator. Her responsibilities include oversight of the delivery of community-based services to persons with developmental disabilities in the Northeast Delta HSA service district. With more than 20 years of experience, Jennifer has worked directly with families and individuals to locate, plan, develop, and advocate for specialized services along with managing the operations of multiple state and federally funded developmental disabilities programs and services delivery systems. She has worked directly with individuals with developmental disabilities and their families through waiver services in private industry and in management roles. Jennifer has completed instruction in the Person-Centered Planning Personal Outcomes Measurement System as developed by the Council on Quality and Leadership in Supports for People with Disabilities. She has also served on multiple panels and in focus groups throughout the region advocating for people with developmental disabilities.
Jennifer earned a Bachelor of Arts degree in psychology from the former Northeast Louisiana University now operating as the University of Louisiana of Monroe.
Melinda Robinson, Director of Corporate Compliance
Melinda Robinson is the Northeast Delta HSA Corporate Compliance Director. In this role, she ensures that NE Delta HSA meets compliance regulations with federal and state licensing boards and CARF accreditation standards. Prior to this position, she monitored social service contracts and NE Delta HSA clinics as part of the NE Delta HSA Corporate Compliance team. Overall, she has over 10 years of experience in the human services field and over eight years of experience managing contracts and monitoring services to ensure quality competent care in addition to meeting CARF standards.
She earned a Bachelor of Arts degree from University of Louisiana at Monroe and a Master of Business Administration from Louisiana State University-Shreveport. She is a Doctoral candidate in Industrial Organizational Psychology at Grand Canyon University.
